Yes, in Lagos State, you are required to obtain a renovation permit before repainting your house. According to the Lagos State Physical Planning Permit Regulations, 2019, any act done to improve a building’s aesthetics, including repainting, is classified as a renovation and necessitates prior approval from the Lagos State Physical Planning Permit Authority (LASPPPA).

What Constitutes “Renovation”?

Under the regulations, “renovation” encompasses activities such as: Repainting, Re-plastering, Replacing windows and doors, Reroofing, Retiling, Kitchen or bathroom remodeling, Plumbing and electrical works. These activities are considered renovations, regardless of whether they involve structural changes.

Steps to Obtain a Renovation Permit

1. Prepare and Submit Documentation:

Write an application letter to LASPPPA with the following documents attached:

  1. An as-built drawing showing the proposed alterations superimposed on the existing design.
  2. A copy of the previous building plan permit
  3. A letter of structural stability and indemnity signed by a registered structural engineer.
  4. A Non-Destructive Test (NDT) report.

The application process will incur a fee equal to 25% of the current processing fees.

2. Follow-up and Obtain Approval

LASPPPA will review the application and, upon satisfaction, issue the renovation permit. Once approved, you will obtain the approval.

3. Notify LASBCA

Before commencing renovation works, visit the Lagos State Building Control Agency (LASBCA) with your permit and a letter of supervision from a COREN-registered structural engineer.

Consequences of Non-Compliance

Undertaking renovations without the necessary permit can lead to hefty fines imposed by LASPPPA, halting of renovation works, potential reversal of unapproved renovations and legal complications, especially when selling the property.

Therefore, in Lagos State, repainting your house is legally classified as a renovation activity requiring prior approval. To ensure compliance and avoid potential penalties, it’s essential to obtain a renovation permit from LASPPPA before commencing any such work.
